2. The fees for an application for authorization under section 22 of the Act are as follows:
(1)  for any project involving
(a)  a dam, a bridge with an opening greater than 3.6 m, or a marina: $3,498;
(b)  development work carried out in a watercourse, the construction, reconstruction, widening or straightening of a road likely to alter a watercourse, lake, pond, marsh, swamp or bog, or dredging operations in a watercourse where the sediment volume is equal to or greater than 50 m3: $3,498;
(c)  an electric power generating station: $6,996 if the capacity of the generating station is less than 1 MW and $13,992 in any other case;
(d)  a golf course: $6,996;
(d.1)  the operation of an industrial establishment referred to in subparagraph 1 of the first paragraph of section 22 of the Act: $11,561;
(e)  subject to subparagraph f, an industrial establishment referred to in the second paragraph of section 22 of the Act, a quarry, a sand pit or a mine: $2,098, to which additional fees are added in the following cases:
i.  if, before issuing an authorization, the Minister in order to decide the environmental acceptability of the project must evaluate the toxicity of the contaminants discharged into the atmosphere by the industrial establishment, quarry, sand pit or mine, or under the third paragraph of section 24 of the Act requires an atmospheric dispersion study from the applicant: $1,459; or
ii.  if environmental emission objectives apply to the project owing to wastewater being discharged into the environment: $3,364;
(f)  a sand pit or hot mix asphalt plant, if it is shown in the application that the project meets the applicable siting or emission standards: $699;
(g)  a facility that stores or treats biomedical waste or a system that transports such waste: $1,398;
(h)  the establishment of a pulp and paper mill or sawmill residual materials landfill, or the amendment of an authorization to increase capacity at such a landfill: $6,996; the amendment of an authorization for any other reason: $3,498;
(i)  the establishment of a snow disposal site, or the amendment of an authorization to increase capacity at such a site: $1,398; the amendment of an authorization for any other reason: $699;
(j)  the establishment of a contaminated soil landfill, or the amendment of an authorization to increase capacity at such a landfill: $6,996; the amendment of the authorization for any other reason: $3,498; to which fees of $2,480 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(k)  the establishment of a contaminated soil treatment facility: $6,996 in the case of a thermal treatment unit or $3,498 in the case of a biological or physico-chemical treatment unit; the amendment of an authorization for such a facility: $3,498 in the case of a thermal treatment unit or $1,749 in the case of a biological or physico-chemical treatment unit; fees of $2,480 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(l)  the establishment of a contaminated soil storage site or transfer station, or the amendment of an authorization to increase capacity at such a site or station: $6,996; the amendment of an authorization for any other reason: $3,498;
(m)  the establishment of an engineered landfill, a construction or demolition waste landfill or a residual materials incineration facility: $6,996; the amendment of the authorization to increase the capacity of such a landfill or facility: $3,498; the amendment of the authorization for any other reason: $1,398; fees of $2,480 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(n)  the establishment of a residual materials trench landfill: $3,498; the amendment of the authorization to increase the capacity of such a landfill: $1,749; the amendment of the authorization for any other reason: $1,398;
(o)  the establishment of a northern landfill or residual materials transfer station: $1,398; the amendment of the authorization for any reason: $699; or
(p)  exploration for petroleum and natural gas in shale formations by drilling or by fracturing operations: $20,033; and
(2)  for any other project not expressly covered by paragraph 1: $699, with the exception of a project that relates exclusively to
(a)  an agricultural activity, including fish-farming;
(b)  the amendment without increase in capacity of the authorization for a solid waste elimination or storage site governed by the Regulation respecting solid waste (chapter Q-2, r. 13);
(c)  wildlife development to which subparagraph 2 of the third paragraph of section 1 of Part II of Schedule 1 of the Regulation respecting the environmental impact assessment and review of certain projects (chapter Q-2, r. 23.1) applies;
(d)  work that must be carried out by a regional county municipality to restore normal water flow in a watercourse pursuant to section 105 of the Municipal Powers Act (chapter C-47.1); or
(e)  work or activities carried out as a result of a state of emergency declared by a local municipality in accordance with section 42 of the Civil Protection Act (chapter S-2.3).

(c)  an electric power generating station: $6,924 if the capacity of the generating station is less than 1 MW and $13,848 in any other case;
(d)  a golf course: $6,924;
(d.1)  the operation of an industrial establishment referred to in subparagraph 1 of the first paragraph of section 22 of the Act: $11,561;
(e)  subject to subparagraph f, an industrial establishment referred to in the second paragraph of section 22 of the Act, a quarry, a sand pit or a mine: $2,076, to which additional fees are added in the following cases:
i.  if, before issuing an authorization, the Minister in order to decide the environmental acceptability of the project must evaluate the toxicity of the contaminants discharged into the atmosphere by the industrial establishment, quarry, sand pit or mine, or under the third paragraph of section 24 of the Act requires an atmospheric dispersion study from the applicant: $1,444; or
ii.  if environmental emission objectives apply to the project owing to wastewater being discharged into the environment: $3,329;
(f)  a sand pit or hot mix asphalt plant, if it is shown in the application that the project meets the applicable siting or emission standards: $692;
(g)  a facility that stores or treats biomedical waste or a system that transports such waste: $1,384;
(h)  the establishment of a pulp and paper mill or sawmill residual materials landfill, or the amendment of an authorization to increase capacity at such a landfill: $6,924; the amendment of an authorization for any other reason: $3,462;
(i)  the establishment of a snow disposal site, or the amendment of an authorization to increase capacity at such a site: $1,384; the amendment of an authorization for any other reason: $692;
(j)  the establishment of a contaminated soil landfill, or the amendment of an authorization to increase capacity at such a landfill: $6,924; the amendment of the authorization for any other reason: $3,462; to which fees of $2,454 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(k)  the establishment of a contaminated soil treatment facility: $6,924 in the case of a thermal treatment unit or $3,462 in the case of a biological or physico-chemical treatment unit; the amendment of an authorization for such a facility: $3,462 in the case of a thermal treatment unit or $1,731 in the case of a biological or physico-chemical treatment unit; fees of $2,454 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(l)  the establishment of a contaminated soil storage site or transfer station, or the amendment of an authorization to increase capacity at such a site or station: $6,924; the amendment of an authorization for any other reason: $3,462;
(m)  the establishment of an engineered landfill, a construction or demolition waste landfill or a residual materials incineration facility: $6,924; the amendment of the authorization to increase the capacity of such a landfill or facility: $3,462; the amendment of the authorization for any other reason: $1,384; fees of $2,454 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(n)  the establishment of a residual materials trench landfill: $3,462; the amendment of the authorization to increase the capacity of such a landfill: $1,731; the amendment of the authorization for any other reason: $1,384;
(o)  the establishment of a northern landfill or residual materials transfer station: $1,384; the amendment of the authorization for any reason: $692; or
(p)  exploration for petroleum and natural gas in shale formations by drilling or by fracturing operations: $19,827; and
(2)  for any other project not expressly covered by paragraph 1: $692, with the exception of a project that relates exclusively to
(a)  an agricultural activity, including fish-farming;
(b)  the amendment without increase in capacity of the authorization for a solid waste elimination or storage site governed by the Regulation respecting solid waste (chapter Q-2, r. 13);

(d)  a golf course: $6,793;
(d.1)  the operation of an industrial establishment referred to in subparagraph 1 of the first paragraph of section 22 of the Act: $11,342;
(e)  subject to subparagraph f, an industrial establishment referred to in the second paragraph of section 22 of the Act, a quarry, a sand pit or a mine: $2,037, to which additional fees are added in the following cases:
i.  if, before issuing an authorization, the Minister in order to decide the environmental acceptability of the project must evaluate the toxicity of the contaminants discharged into the atmosphere by the industrial establishment, quarry, sand pit or mine, or under the third paragraph of section 24 of the Act requires an atmospheric dispersion study from the applicant: $1,417; or
ii.  if environmental emission objectives apply to the project owing to wastewater being discharged into the environment: $3,266;
(f)  a sand pit or hot mix asphalt plant, if it is shown in the application that the project meets the applicable siting or emission standards: $679;
(g)  a facility that stores or treats biomedical waste or a system that transports such waste: $1,358;
(h)  the establishment of a pulp and paper mill or sawmill residual materials landfill, or the amendment of an authorization to increase capacity at such a landfill: $6,793; the amendment of an authorization for any other reason: $3,396;
(i)  the establishment of a snow disposal site, or the amendment of an authorization to increase capacity at such a site: $1,358; the amendment of an authorization for any other reason: $679;
(j)  the establishment of a contaminated soil landfill, or the amendment of an authorization to increase capacity at such a landfill: $6,793; the amendment of the authorization for any other reason: $3,396; to which fees of $2,407 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(k)  the establishment of a contaminated soil treatment facility: $6,793 in the case of a thermal treatment unit or $3,396 in the case of a biological or physico-chemical treatment unit; the amendment of an authorization for such a facility: $3,396 in the case of a thermal treatment unit or $1,698 in the case of a biological or physico-chemical treatment unit; fees of $2,407 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(l)  the establishment of a contaminated soil storage site or transfer station, or the amendment of an authorization to increase capacity at such a site or station: $6,793; the amendment of an authorization for any other reason: $3,396;
(m)  the establishment of an engineered landfill, a construction or demolition waste landfill or a residual materials incineration facility: $6,793; the amendment of the authorization to increase the capacity of such a landfill or facility: $3,396; the amendment of the authorization for any other reason: $1,358; fees of $2,407 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;

(e)  subject to subparagraph f, an industrial establishment, a quarry, a sand pit or a mine: $1,993, to which additional fees are added in the following cases:
i.  if, before issuing a certificate of authorization, the Minister in order to decide the environmental acceptability of the project must evaluate the toxicity of the contaminants discharged into the atmosphere by the industrial establishment, quarry, sand pit or mine, or under the fourth paragraph of section 22 of the Act requires an atmospheric dispersion study from the applicant: $1,386; or
ii.  if environmental emission objectives apply to the project owing to wastewater being discharged into the environment: $3,195;
(f)  a sand pit or hot mix asphalt plant, if it is shown in the application that the project meets the applicable siting or emission standards: $664;
(g)  a facility that stores or treats biomedical waste or a system that transports such waste: $1,329;
(h)  the establishment or alteration with increase in capacity of a pulp and paper mill or sawmill residual materials landfill: $6,646; for any other alteration of such a landfill: $3,323;
(i)  the establishment or alteration with increase in capacity of a snow disposal site: $1,329; for any other alteration of such a site: $664;
(j)  the establishment or alteration with increase in capacity of a contaminated soil landfill: $6,646 and for any other alteration of such a landfill: $3,323, to which fees of $2,355 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(k)  the establishment of a contaminated soil treatment facility: $6,646 in the case of a thermal treatment unit or $3,323 in the case of a biological or physico-chemical treatment unit; for any alteration of such a facility: $3,323 in the case of a thermal treatment unit or $1,661 in the case of a biological or physico-chemical treatment unit; fees of $2,355 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(l)  the establishment or alteration with increase in capacity of a contaminated soil storage site or transfer station: $6,646; for any other alteration of such a site or station: $3,323;
(m)  the establishment of an engineered landfill, a construction or demolition waste landfill or a residual materials incineration facility: $6,646; for an alteration with increase in capacity of such a landfill or facility: $3,323; for any other alteration of such a landfill or facility: $1,329; fees of $2,355 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(n)  the establishment of a residual materials trench landfill: $3,323; for an alteration with increase in capacity of such a landfill: $1,661; for any other alteration of such a landfill: $1,329;
(o)  the establishment of a northern landfill or residual materials transfer station: $1,329; for any alteration of such a landfill or station: $664; or
(p)  exploration for petroleum and natural gas in shale formations by drilling or by fracturing operations: $19,031; and
(2)  for any other project not expressly covered by paragraph 1: $664, with the exception of a project that relates exclusively to
(a)  an agricultural activity, including fish-farming;
(b)  the alteration without increase in capacity of a solid waste elimination or storage site governed by the Regulation respecting solid waste (chapter Q-2, r. 13);
(c)  wildlife development to which the third paragraph of section 2 of the Regulation respecting environmental impact assessment and review (chapter Q-2, r. 23) applies;

i.  if, before issuing a certificate of authorization, the Minister in order to decide the environmental acceptability of the project must evaluate the toxicity of the contaminants discharged into the atmosphere by the industrial establishment, quarry, sand pit or mine, or under the fourth paragraph of section 22 of the Act requires an atmospheric dispersion study from the applicant: $1,366; or
ii.  if environmental emission objectives apply to the project owing to wastewater being discharged into the environment: $3,148;
(f)  a sand pit or hot mix asphalt plant, if it is shown in the application that the project meets the applicable siting or emission standards: $654;
(g)  a facility that stores or treats biomedical waste or a system that transports such waste: $1,309;
(h)  the establishment or alteration with increase in capacity of a pulp and paper mill or sawmill residual materials landfill: $6,548; for any other alteration of such a landfill: $3,274;
(i)  the establishment or alteration with increase in capacity of a snow disposal site: $1,309; for any other alteration of such a site: $654;
(j)  the establishment or alteration with increase in capacity of a contaminated soil landfill: $6,548 and for any other alteration of such a landfill: $3,274, to which fees of $2,320 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(k)  the establishment of a contaminated soil treatment facility: $6,548 in the case of a thermal treatment unit or $3,274 in the case of a biological or physico-chemical treatment unit; for any alteration of such a facility: $3,274 in the case of a thermal treatment unit or $1,636 in the case of a biological or physico-chemical treatment unit; fees of $2,320 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(l)  the establishment or alteration with increase in capacity of a contaminated soil storage site or transfer station: $6,548; for any other alteration of such a site or station: $3,274;
(m)  the establishment of an engineered landfill, a construction or demolition waste landfill or a residual materials incineration facility: $6,548; for an alteration with increase in capacity of such a landfill or facility: $3,274; for any other alteration of such a landfill or facility: $1,309; fees of $2,320 are added if environmental emission objectives apply to the project owing to wastewater being discharged into the environment;
(n)  the establishment of a residual materials trench landfill: $3,274; for an alteration with increase in capacity of such a landfill: $1,636; for any other alteration of such a landfill: $1,309;
(o)  the establishment of a northern landfill or residual materials transfer station: $1,309; for any alteration of such a landfill or station: $654; or
(p)  exploration for petroleum and natural gas in shale formations by drilling or by fracturing operations: $18,750; and
(2)  for any other project not expressly covered by paragraph 1: $654, with the exception of a project that relates exclusively to
(a)  an agricultural activity, including fish-farming;
(b)  the alteration without increase in capacity of a solid waste elimination or storage site governed by the Regulation respecting solid waste (chapter Q-2, r. 13);
(c)  wildlife development to which the third paragraph of section 2 of the Regulation respecting environmental impact assessment and review (chapter Q-2, r. 23) applies;

2. The fees for an application for authorization under section 22 of the Act are as follows:
(1)  for any project involving
(a)  a dam, a bridge with an opening greater than 3.6 m, or a marina: $2,847;
(b)  development work carried out in a watercourse, the construction, reconstruction, widening or straightening of a road likely to alter a watercourse, lake, pond, marsh, swamp or bog, or dredging operations in a watercourse where the sediment volume is equal to or greater than 50 m3: $2,847;
(c)  an electric power generating station: $5,694 if the capacity of the generating station is less than 1 MW and $11,388 in any other case;
(d)  a golf course: $5,694;
(e)  subject to subparagraph f, an industrial establishment, a quarry, sand pit or mine: $1,708; additional fees are payable
i.  where the issue of a certificate of authorization for such a project is subject to the determination of environmental emission objectives due to contaminants emitted into the atmosphere: $1,138; or
ii.  where the issue of a certificate of authorization for such a project is subject to the determination of environmental discharge objectives due to process water discharged into the environment: $2,847;
(f)  a sand pit or hot mix asphalt plant, if it is shown in the application that the project meets the applicable siting or emission standards: $569;
(g)  a facility that stores or treats biomedical waste or a system that transports such waste: $1,138;
(h)  the establishment or alteration with increase in capacity of a pulp and paper mill or sawmill residual materials landfill: $5,694; for any other alteration of such a landfill: $2,847;
(i)  the establishment or alteration with increase in capacity of a snow disposal site: $1,138; for any other alteration of such a site: $569;
(j)  the establishment or alteration with increase in capacity of a contaminated soil landfill: $5,694; for any other alteration of such a landfill: $2,847;
(k)  the establishment of a contaminated soil treatment facility: $5,694 in the case of a thermal processing unit and $2,847 in the case of a biological or physico-chemical treatment unit; for any alteration of such a facility: $2,847 in the case of a thermal processing unit or $1,423 in the case of a biological or physico-chemical treatment unit;
(l)  the establishment or alteration with increase in capacity of a contaminated soil storage site or transfer station: $5,694; for any other alteration of such a site or station: $2,847;
(m)  the establishment of an engineered landfill, a construction or demolition waste landfill, or a residual materials incineration facility: $5,694; for an alteration with increase in capacity of such a facility: $2,847; for any other alteration of such a facility: $1,138;
(n)  the establishment of a residual materials trench landfill: $2,847; for an alteration with increase in capacity of such a landfill: $1,423; for any other alteration of such a landfill: $1,138; or
(o)  the establishment of a northern landfill or residual materials transfer station: $1,138; for any alteration of such a landfill or station: $569;
(2)  for any other project not expressly covered by paragraph 1: $569, with the exception of a project that relates exclusively to
(a)  an agricultural activity, including fish-farming;
(b)  the alteration without increase in capacity of a solid waste elimination or storage site governed by the Regulation respecting solid waste (chapter Q-2, r. 13);
(c)  wildlife development to which the third paragraph of section 2 of the Regulation respecting environmental impact assessment and review (chapter Q-2, r. 23) applies;
(d)  work that must be carried out by a regional county municipality to restore normal water flow in a watercourse pursuant to section 105 of the Municipal Powers Act (chapter C-47.1); or
(e)  work or activities carried out as a result of a state of emergency declared by a local municipality in accordance with section 42 of the Civil Protection Act (chapter S-2.3).
